Objectives

To celebrate the 60th Anniversary of the Founding of the People’s Republic of China, the 18 District National Day Celebration Organizing Committees will organize a National Day Bunting Design Competition to enable the public to celebrate the event and to enhance the sense of national identity, community involvement and community building.

Eligibility Criteria and Submission of Entries

  • This will be a district-based competition. Each district will select its winning entries with prizes for the Champion, 1st and 2nd runners-up and merit awardees.

  • The competition is open to all Hong Kong residents. There will not be division of competition categories. Each participant may compete in one district and submit one entry only. It may be the district the participant lives, studies or works.

  • Entry forms are available at the Public Enquiry Service Centres (PESCs) of District Offices. The completed forms together with the entries must be submitted by post or in person to the PESC of the district they entered for competition.

31 July 2009 (Friday)
(The postmark or the date of receipt by the PESCs will be deemed to be the date of submission.)

Specifications of Entries

  • The entries should be drawn on a white drawing paper of A4 size (210 mm x 297 mm). The length and width of the entries should be in proportion to the real-size buntings.

  • The entries should be in pairs as the buntings will be mounted symmetrically on lamp-posts. The approximate size of each side of the bunting is 2.13 m (length) x 0.6 m (width) (or 7 ft x 2 ft).

Rules of the Competition

  • Personal data provided by the participants will be used solely for competition related purposes and for identity verification for prize presentation. Personal data provided must be true and accurate, failing which the participants will be disqualified.

  • The entries should not contain any pornographic, violent, objectionable or commercial promotional elements.

  • The entries must be original work and must not infringe any intellectual property rights of any other parties. The use of any work or material governed by Hong Kong’s legislation on intellectual property or any other legislation must be in strict accordance with the relevant requirements. Participants must seek prior consent from the copyright owner or parties concerned, state in the entry forms information on the consent and submit a copy of the consent as proof. Failing which, the participants will be legally liable and be disqualified.

  • For the use of the National Flag, National Emblem, Regional Flag and Regional Emblem, prior written consent from the Director of Administration must be sought. For details, please refer to the National Flag and National Emblem Ordinance and the Regional Flag and Regional Emblem Ordinance, or visit the website: www.protocol.gov.hk/flags/index.html. A copy of the consent must be submitted as proof together with the entry, failing which the entry will not be considered.

  • For the use of the Brand Hong Kong – Dragon Symbol, the brand guidelines must be observed and prior approval must be sought. For details, please visit the website: www.brandhk.gov.hk. A copy of the approval must be submitted as proof together with the entry, failing which the entry will not be considered.

  • For the use of the logo for the 60th Anniversary of the Founding of the People’s Republic of China designed by the Government of the Hong Kong Special Administrative Region, please download from the website: www.gov.hk/nationalday60.

  • The Organiser reserves the right to interpret and amend the rules of the competition.

Adjudication

  • Entries will be assessed with regard to creativity, style, theme rendition, use of colour, composition and aesthetic appeal.

  • Preference will be given to entries which have incorporated the characteristics of the district they entered for competition into the bunting design.

Prizes

Each of the 18 districts:

  • Champion(one): HK$5,000 gift voucher and a trophy;

  • 1st runner-up(one): HK$3,000 gift voucher and a trophy;

  • 2nd runner-up(one): HK$1,500 gift voucher and a trophy;

  • Merit Prizes(three): a souvenir.

Announcement of Results and Prize Presentation

  • The results for the 18 districts will be posted in the District Offices on 14 August 2009 (Friday). Winners will be notified individually in due course.

  • The champion’s design may have the opportunity to be produced as buntings and mounted on the lamp-posts in the main streets of the district from mid-September 2009. All the winning entries will be displayed at the prize presentation ceremony and exhibition at Victoria Park on 1 October 2009.
