District Youth Community Building Committee and District Youth Development and Civic Education Committee
Background
The Chief Executive announced in the 《2022 Policy Address》the launch of the “Youth Participation Initiative” to engage more young people in public affairs and enhance their interaction and trust with the Government. This new Initiative was also mentioned in the Youth Development Blueprint promulgated recently. One of the measures under the Initiative is for the Home Affairs Department to open up certain seats of the District Youth Community Building Committee and District Youth Development and Civic Education Committee to be set up in 18 districts for young people to nominate themselves as members.
Self-nomination Scheme
People aged between 16 and 35, and with the commitment to serve the community, are now invited to apply for the Self-nomination Scheme to become members of the District Youth Community Building Committee and District Youth Development and Civic Education Committee set up in 18 districts.
Following the principle of meritocracy, we aim to, through the Self-nomination Scheme, recruit young people who have strong commitment to serve the community; good understanding of district and youth affairs; and good analytical and communication skills to join the two Committees.
Application Deadline
27 January 2023 (Friday) at 11:59 p.m.
Late or incomplete applications will not be accepted.
Assessment Panels
Assessment Panels will be set up by 18 District Offices to assess the applications of the above two Committees.
How to Apply
Please submit the application on or before the deadline via one of the following means –
- by sending email to selfnomination@had.gov.hk with the subject of Self-nomination Scheme; or
- by post to the Home Affairs Department, 30/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong (Re: “Self-nomination Scheme”) (the postmark date on the envelope will be regarded as the date of submission of application). Please make sure that sufficient postage has been paid to avoid unsuccessful delivery; or
- by hand to the Home Affairs Department, 30/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong (Re: “Self-nomination Scheme”).

In completing the application form, the applicant should explain, in either Chinese or English, his/her suitability for consideration of appointment as a member of the District Youth Community Building Committee and/or District Youth Development and Civic Education Committee, through one of the following ways -
- to submit an essay of no more than 600 words; or
- to provide a video (in mp4 format) or an audio clip (in m4a format) of no longer than 3 minutes. Applicants may choose to -
- share the video or audio clip via cloud storage platform (e.g. Google Drive, Dropbox, Microsoft OneDrive) and provide the relevant URL link in the application form; or
- submit the file of the video or audio clip in DVD or USB Flash Drive by post or by hand.

Terms of Reference
- District Youth Community Building Committee
- To advise on district works or facilities and other community building projects specified by the District Office; and
- To relay the views of local residents, particularly young people, on district works or facilities and other community building projects specified by the District Office.
- District Youth Development and Civic Education Committee
- To advise on matters relating to youth development and civic education;
- To organise or co-ordinate civic education activities to suit the needs of the district with a view to enhancing civic awareness of local residents and their participation in building a civil society;
- To organise or co-ordinate youth activities to suit the needs of the district with a view to fostering national and civic awareness of young people, enhancing their development potential and promoting their active participation in community affairs;
- To offer advice on the funding applications for district youth development and civic education activities from local organisations including schools as well as the implementation of funded activities and their effectiveness; and
- To publicise and promote youth development and civic education activities in the district.
