The Home Affairs Department shall publish the provisional register, omissions list and final register for inspection every year.

Making a Claim

Any person who has been determined by the Electoral Registration Officer (“ERO”) to be not eligible to be registered as an elector, or whose application for registration was not considered further by the ERO, or who has made an application for registration but whose name is not recorded in the relevant provisional register, or whose name is included in an omissions list, or who has a claim to make regarding change of his/her particulars in the provisional register may make a claim by a notice in the specified form (notice of claim) below.

The notice of claim shall be delivered by the claimant in person to the office of the ERO or the Assistant Electoral Registration Officer (“AERO”) concerned during ordinary business hours (Monday to Friday: from 9 a.m. to 1 p.m. and from 2 p.m. to 6 p.m., except general holidays) between 22 August and 9 September 2025.

If the claimant’s principal residential address is not in Hong Kong, the claimant may deliver the notice of claim in person or by a person authorised by him/her in writing to the office of the ERO or the AERO concerned within the period specified above. The notice of claim may also be sent by post, facsimile transmission (fax no.: (852) 2591 6392) or electronic means ( i.e. as an electronic record within the meaning of section 2(1) of the Electronic Transactions Ordinance (Cap. 553) authenticated by a digital signature within the meaning of that section to email address: rre@had.gov.hk) on or before 9 September 2025 (Hong Kong Time). Making an Objection

Any person who considers that a registered person is not eligible to be registered as an elector or that the name of a registered person should not be recorded in the register for a particular Village/Market Town may make an objection by a notice in the specified form (notice of objection) below

The notice of objection shall be delivered by the objector in person to the office of the ERO or the AERO concerned during ordinary business hours (Monday to Friday: from 9 a.m. to 1 p.m. and from 2 p.m. to 6 p.m., except general holidays) between 22 August and 9 September 2025.

Specified Forms

The notice of claim, the notice of objection and the application for review of ruling made by revising officer, are available at the Home Affairs Department and the New Territories District Offices, or can be downloaded here.

Hearing Arrangements

The ERO will refer notices to the Revising Officer for a ruling. Hearings will be held on or before 23 September 2025. The Home Affairs Department will correct, add or remove entries according to the determination for compilation of the final register. The hearing schedule set by the Revising Officer is given below.
