Invitation of Proposals

Application for Government funding to establish and operate Support Service Centres for Ethnic Minorities

To further enhance support for ethnic minorities, the Home Affairs Department (HAD) is inviting eligible and interested non-profit-making organisations to apply for funding to establish and operate a support service centre for ethnic minorities in Kowloon Central or New Territories East.

The two new centres are required to organise language programmes, dedicated programmes for youths, orientation and familiarisation programmes for ethnic minorities newly arrived in Hong Kong, as well as integration activities and counselling and referral services, to facilitate ethnic minorities’ early integration into the community. The centres are also required to set up Ethnic Minority Care Teams to provide dedicated caring services through household visits or outreach services to ethnic minorities.

Submission of Proposals

Eligible and interested organisations shall submit an application either in English or in Chinese. For applications in Chinese, English translation for the parts on detailed proposals on delivery of Services and the information set out under respective headings in paragraphs 22 to 40 of this Project Brief shall be provided. The application which shall contain a detailed proposal in the format provided at Annexes A & B of the Project Brief, in original plus eight hard copies (a total of nine copies) and one soft copy (in compact disc MS Word format), in a sealed envelope marked “Application for Support Service Centre for Ethnic Minorities” and shall be delivered by hand to the following address at or before 5:00 pm on 5 April 2024 (Friday) :

In case a rainstorm black warning or typhoon signal No. 8 or above is hoisted or extreme conditions after a super typhoon have been declared between 2:00 p.m. and 5:00 p.m. on 5 April 2024 (the closing date for submission of proposal), the closing time for submitting proposals will be extended to 5:00 p.m. on the first ensuing working day. Late submission or submission by mail, facsimile or email, or amendment of proposal after the closing date will not be entertained.
