Kwai Tsing District

Welcome Message from Kenneth CHENG, JP, District Officer (Kwai Tsing)

Kwai Tsing District Office (K&TDO) is dedicated to develop the Kwai Tsing District into a “healthy community” for quality living and work. The population of our district in 2017 was some 510 000, i.e. 7% of the total population in Hong Kong. The district was accredited as a Healthy City and a Safe Community in 2002 and 2003 respectively by the World Health Organisation (WHO), and is the first area in China to be so awarded. In February 2015, the district was also amongst the first few communities in Hong Kong to become accredited members of the WHO Global Network of Age-friendly Cities and Communities. All these are achievements accomplished by concerted efforts of various sectors in the community.

Kwai Tsing is located at the heart of the major infrastructure network in Hong Kong and provides major modes of transport to the Airport, Northwest New Territories and West Kowloon. Kwai Tsing Container Terminal (KTCT), Tsing Ma Bridge, Ting Kau Bridge, railway, Route 8, Route 9, etc. are all major infrastructures of strategic value to the local economy and transport. Of these, KTCT is one of the busiest container terminals in the world with a handling capacity of over 20 million Twenty-foot Equivalent Unit a year.

There are many grass-roots families in Kwai Tsing. We have been sparing no effort in enhancing community healthcare services. In July 2014, the district took the lead in launching the Signature Project Scheme (SPS) with the theme of “Build an Inclusive and Healthy Community Together” by utilising the $100 million government funding to provide dental and ophthalmic check services, community healthcare services and so on. The services have been smoothly delivered since 2015. We will continue to work closely with the District Council and SPS partners to ensure service quality and sustainability. As for the District-led Actions Scheme (DAS) launched in 2016, services have also been gradually rolled out since mid-May 2017. These include enhancement of the community’s understanding on dementia; facilitation of early detection of people with dementia; and provision of support for patients and carers. We hope that the experience gained from DAS can help meet the challenges of an ageing population. Updated information of DAS can also be found at www.kwaitsingsps.org.hk.

K&TDO, under the Home Affairs Department, is a key promoter of District Administration. We are committed to enhancing communications between our residents and the Government, reflecting the opinions of our residents, as well as explaining government policies and services to the public. We also coordinate public facility projects and service development in the district, including nine community halls / centres.

The District Council plays an important role in District Administration. We have been working closely with the District Council to promote various community involvement programmes and minor works and assisting the District Council in reflecting views to government departments. To encourage public engagement, we strive to strengthen ties with the community and to collect a broad spectrum of opinions through the Area Committees, the Fight Crime Committee, the Fire Safety Committee and the Youth Programme Committee, etc., with a view to ensuring that government policies can meet residents’ needs. K&TDO also established the Kwai Tsing District Youth Development Network in 2014 to enhance communication with youth in the district and encourage them to participate in community services. For example, a volunteer team was formed to visit elderly in the district from time to time.

To meet the challenges ahead, we will continue to serve the people and work hand-in-hand with the District Council and related parties. Let's uphold Kwai Tsing as a “healthy community” for people living or working here!

Profile (Kwai Tsing District)

Kwai Tsing District (K&T) has a population of around 500 900 within a total area of 2 334 hectares. The median monthly income of K&T residents is $24 000. There are 25 public housing estates in K&T. About 60% of residents live in public housing.

As a transportation hub, including the Tsing Ma Bridge, Ting Kau Bridge, Route 3, Route 8, Tsing Yi North Coastal Road, MTR and Airport Railway, K&T is connected to the Airport, Northwest New Territories and West Kowloon. It is also home to the Kwai Tsing Container Terminal which plays a vital role in the world freight transport sector.

There are a full range of sports, leisure, recreational and cultural facilities in the District including Central Kwai Chung Park, Tsing Yi Park, Tsing Yi Promenade, Kwai Tsing Theatre as well as a number of community halls/ centres, public libraries, indoors sports centres and sports grounds. There are seven indigenous and two non-indigenous villages in Tsing Yi which come under the jurisdiction of the Tsing Yi Rural Committee.
