Welcome to the website of the North District Office.
The North District Office is one of the 18 sub-offices of the Home Affairs Department, overseeing the district affairs of Fanling, Sheung Shui, Sha Tau Kok and Ta Kwu Ling districts. It coordinates the efforts of other government departments in implementing environmental improvement projects and minor local public works, and assists in resolving district management problems. It also gives advice to owners of private buildings in the District on building management issues. There are a number of committees under the North District Office, including the North District Fire Safety Committee, the North District Fight Crime Committee and the North District Civic Education Committee. The North District Fire Safety Day, the North District Civic Day and the North District Anti-Drug and Fight-Crime Variety Show are some of the popular events organised by the committees annually.
Another major task of the North District Office is to work with and provide administrative support to the North District Council in implementing community involvement projects, putting in place environmental improvement projects and community facilities.
We strive to foster communication between the public and the Government by liaising with District Council Members, local personalities and individuals, explaining and publicising government policies and services, and faithfully reflecting the public’s reactions, perceptions and aspirations to the Administration.
We operate a Home Affairs Enquiry Centre where general information relating to government policies and services is made available.

Profile (North District)


North District comprises four parts, namely Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling. Covering a total area of about 13 670 hectares, the District is one of the regions where traditional rural features of the New Territories are best preserved. North District has a population of around 320 000 and about 80% of the residents live in the town areas in Sheung Shui and Fanling.
There are 117 villages in North District. The four rural committees in Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling are responsible for the management of rural affairs.
North District touches the northern boundary of Hong Kong. It is separated from Shenzhen by a river and has three important border control points, Lo Wu, Man Kam To and Sha Tau Kok, leading to Mainland China. People interested in Chinese culture and history will find North District abounds with many well-preserved traditional Chinese buildings such as Tang Chung Ling Ancestral Hall in Fanling, which was built in 1525 AD in the Ming Dynasty; Liu Man Shek Tong Ancestral Hall in Sheung Shui, the largest ancestral hall in Hong Kong; and the Tin Hau Temple on Kat O Island. Yim Tso Ha Egretry in Sha Tau Kok and Lau Shui Heung Reservoir in Fanling are also fascinating.
