Welcome Message from Derek LAI, JP, District Officer (North)

Welcome to the website of the North District Office.

Situated at the northernmost part of Hong Kong, North District serves as an important link between Hong Kong and Shenzhen.

With its wonderful blend of modern and traditional elements, North District seamlessly combines urban and rural landscapes. It boasts four rural committees, namely Sheung Shui, Fanling, Ta Kwu Ling and Sha Tau Kok District Rural Committees, which help to manage rural affairs and liaise with villagers. Notably, North District stands out as one of the few districts in Hong Kong where traditional rural features of the New Territories are best preserved.

The Northern Metropolis Development Strategy encompasses various development projects and programmes in the district, including the Kwu Tung North/Fanling North New Development Area, the Northern Link and the scheme of opening up Sha Tau Kok. The Northern Metropolis development will reshape land use planning in the North District and inject new impetus to Hong Kong’s economic development through establishing a new “South-North dual engine (finance-innovation and technology)” development paradigm. It can promote deeper and more thorough cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area, ultimately paving the way for Hong Kong to further integrate into the country’s overall development and leveraging Hong Kong’s unique roles.

The North District Office is dedicated to coordinating and overseeing various departments to effectively handle district affairs, including the implementations of environment improvement works, the District Minor Works Programme, and discussion on issues such as district management and building management. A number of committees are established under the Office, including the North District Fire Safety Committee, the North District Fight Crime Committee, the Lung Shan Area Committee, the Fung Shui Area Committee, the North District Youth Community Building Committee, and the North District Youth Development and Civic Education Committee, to incorporate local views and strengthen ties with the community. The committees organise a number of popular events, such as Fire Safety Promotion Day, Youth and Civic Education Activities, Anti-Drug and Fight-Crime Activities and Events celebrating the Establishment Day of the HKSAR and National Day. These events help foster cohesion in the community and enrich citizens’ lives.

This website aims to provide the public with a better understanding of the work of the North District Office. I wish to call on your support in building North District into a community that is optimal for people to live in, work and travel.

Profile (North District)

North District comprises four parts, namely Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling. Covering a total area of about 136.5 km2, the District is one of the regions where traditional rural features of the New Territories are best preserved. North District has a population of around 310 000 and about 80% of the residents live in the town areas in Sheung Shui and Fanling.

There are 117 villages in North District. The four rural committees in Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling are responsible for the management of rural affairs.

North District touches the northern boundary of Hong Kong. It is separated from Shenzhen by a river and has four important border control points, Lo Wu, Man Kam To, Sha Tau Kok and Heung Yuen Wai, leading to Mainland China. People interested in Chinese culture and history will find North District abounds with many well-preserved traditional Chinese buildings such as Tang Chung Ling Ancestral Hall in Fanling, which was built in 1525 AD in the Ming Dynasty; Liu Man Shek Tong Ancestral Hall in Sheung Shui, the largest ancestral hall in Hong Kong; and the Tin Hau Temple on Kat O Island. Yim Tso Ha Egretry in Sha Tau Kok and Lau Shui Heung Reservoir in Fanling are also fascinating.
