Responsibilities :
- Supervision of the work of District Officers in the nine NT districts
- Policy on and implementation of community building initiatives
- Assessment of the opinion and feedback of the District Councils and residents in the NT
- Liaison with the Heung Yee Kuk
- Liaison with community organisations based in the NT
- Overseeing the implementation of emergency relief services in nine NT districts
- Rural community affairs, including rates exemption, burial, Tso and Tongs
- Policy on and arrangements for rural elections
- Policy on HAD's minor works programmes
- Supervision of the implementation of measures to promote the development of social enterprises
- Supervision of the implementation of the Enhancing Self-Reliance Through District Partnership Programme
- Supervision of HAD's work relating to street management issues
- Head of the Liaison Officer Grade and the departmental Technical Grades
- Policy on planning of new community halls
