Responsibilities :

  • Formulating policies relating to district governance
  • Facilitating the implementation of district governance work and advising on the administration of District Councils (DCs) and District Committees
  • Advising and monitoring the funding allocation of the Community Involvement Programme and the administration of honorarium/allowances for DC members
  • Providing secretariat support to the Independent Commission on Remuneration for Members of the District Councils of the Hong Kong Special Administrative Region
  • Co-ordinating appointments to the District Committees
  • Co-ordinating training for DC Secretariat staff and civil servants who have frequent dealings with DCs
  • Advising bureaux and departments regarding public consultations on Government policies and programmes
  • Providing support services for new arrivals from the Mainland and ethnic minorities to facilitate their integration into the community
  • Implementing the District-led Actions Scheme
  • Facilitating Constitutional and Mainland Affairs Bureau and Registration and Electoral Office in planning the publicity strategies and the electoral arrangements of the District Councils Elections, the Legislative Council Elections and Voter Registration exercises
