Application to become a Scheme Manager for the new term starting 1 September 2026

The Home Affairs Department (HAD) is now inviting applications from non-profit organisations (NPOs) to serve as Scheme Managers of ten districts under the Community Used Clothes Recycling Bank Scheme (the Scheme) for a two-year period from 1 September 2026 to 31 August 2028. Eligibility

NPOs that wish to apply to become Scheme Managers must meet the following requirements:

  • Be a charitable institution or trust of a public character exempt from tax under section 88 of the Inland Revenue Ordinance (Cap. 112); and
  • Have been in operation for at least one year.

Interested organisations must submit copies of documentary proof in support of the above requirements together with the application form. Applications not accompanied by the relevant supporting documents will not be considered.

Responsibilities of the Scheme Managers include:

  • Dealing with all matters related to the Scheme, including handling enquiries and complaints;
  • Conducting prompt clearance of the banks to maintain environmental hygiene;
  • Carrying out daily maintenance and timely repair of the banks;
  • Allocating no less than 30% of the banks to other interested organisations by drawing lots every six months on an open and fair basis, apart from operating the banks themselves;
  • Monitoring the performances of other participating organisations and providing assistance to them where necessary;
  • Following the instructions of the Government on the operation of the Scheme and submitting regular reports; and
  • Assuming all risks related to the banks under their management and taking out third party insurance with liability coverage of not less than HK$10 million in aggregate.

Interested NPOs should submit the original application form, together with one hard copy and one soft copy, in a sealed envelope by registered mail or by hand, no later than 5:00 p.m. on 8 July 2026, to the following address:
