District Administration
The District Administration Scheme has been implemented since 1982. The main elements of the Scheme are the District Councils (formerly known as District Boards) and the District Management Committees established in each of the 18 districts in Hong Kong. The aim of the Scheme is to achieve a more effective co-ordination of the provision of services and facilities at the district level, ensure that the Government is responsive to district needs and problems and promote public participation in district affairs.
