District Services & Community Care Teams (Care Teams)

Overview of Care Teams

Background

As announced in the 2022 Policy Address, Care Teams would be set up in the 18 districts.

The formation of Care Teams seeks to consolidate community resources and forces to care for the community, support the Government’s district work and strengthen district networks. Care Teams organise caring activities (such as visiting the needy) and assist in handling incidents and emergencies. Besides, Care Teams also help the Government disseminate information to the public and report the views of the public to the Government.

Fully launched in the third quarter of 2023, Care Teams have been providing caring services to the community. As an important component to improve district governance, the Care Teams, District Councils and the three district committees are the troika of district governance, with clear division of work and high levels of collaboration. Care Teams’ first-term service agreements are coming to an end between late-September and mid-October 2025. As announced by the Chief Executive in the 2024 Policy Address, the Government will regularise Care Teams and increase funding by 50% in the second term of service in support of their work. Care Teams will fully utilise the additional resources to deepen and broaden their services tailored to district needs based on the solid foundation established in the first term.

Organisation and Formation

The Government delineates each of the 18 districts into different sub-districts, and set up a Care Team in each sub-district. District Officers are the commanders of all Care Teams in their districts.

District organisations will form the Care Teams through a selection process. Each Care Team will have around 8 to 12 members, including one captain and one vice-captain.

Selection Process

The selection process will be handled by the Territory-wide Assessment and Steering Group on Care Teams chaired by the Secretary for Home and Youth Affairs and the District Assessment and Coordinating Panels on Care Teams chaired by District Officers of the 18 districts.

To ensure uninterrupted services and leverage the established service networks from the first term, the Government will invite the current operating organisations to consider continuing their services in the sub-districts and submit proposed project plans for the second term. If any individual teams are unable to continue their services for various reasons, the previously shortlisted organisations will be invited to submit proposals.

District Offices (DOs) will prepare service outlines for each sub-district based on local circumstances, specifying the mandatory service requirements and key performance indicators (KPIs). The aforesaid organisations can submit service proposals for the work of the sub-districts based on the service outlines for review, including the services details and the list of proposed members of the Care Teams.

Resources

The Government will provide Care Teams with some of the resources required. The DOs will stipulate the amount of funding for each sub-district in the service outlines. The Government also encourages operating organisations to provide caring services through sponsorship, donation or internal resources.

Monitoring Mechanism

Care Teams are required to submit regular work and financial reports, and arrange independent certified public accountants to audit their annual/final accounts. The DOs will also regularly monitor the work of Care Teams and review the progress of Care Teams in meeting the KPIs.

Terms of Reference

The terms of reference are as follows –

  1. To steer the overall direction and implementation of Care Teams;
  2. to set criteria for assessing organisations and service proposals;
  3. to consider and approve the list of organisations passing the selection based on the recommendations of District Assessment and Coordinating Panels on Care Teams (District Assessment Panels);
  4. to consider and approve the formation of Care Teams on the basis of the service proposals from organisations passing the selection recommended by District Assessment Panels; and
  5. to monitor the overall performance of Care Teams and to decide on other matters relating to Care Teams at the territory-wide level.

Terms of Reference
