Responsibilities :

  • Co-ordinating and managing the departmental resources including formulation of strategies and action plans on deployment of resources for meeting departmental objectives and coping with changes and new demands
  • Leading the Administration Division in providing personnel, finance, accounts and supplies, language and translation, records management, office accommodation, security and safety and miscellaneous general administrative support services to HQs Divisions and District Offices including District Council Secretariats
  • Responsible for the internal management audit functions. Reviewing and initiating streamlining of office management and administrative procedures with a view to increasing staff effectiveness, maximising overall efficiency and enhancing service quality and productivity
  • Formulating and implementing the departmental IT strategy and action plan for seeking continuous enhancement of the department’s IT infrastructure to facilitate frontline operation in achieving the departmental objectives
  • Responsible for the policy and operation of the HAD emergency relief services including the co-ordination of emergency relief and contingency plans
  • Administering estate beneficiaries support services
  • Co-ordinating, reviewing and handling policy and management issues relating to the operation of community halls and community centres
