Welcome Message from Mr. Simon CHAN, JP, District Officer (Eastern)

Welcome to the website of the Eastern District Office.
The Eastern District Office (EDO) is closely connected with the residents of Eastern District in many respects. Our mission is to promote the communication between the Government and the public and help ensuring that the formulation and implementation of government policies will best suit the needs and aspirations of the public, with a view to achieving a harmonious community and good working and living environment for all. To achieve this goal, EDO is divided into the Area Liaison Teams, the Community Affairs Team, the Special Duties Team and the District Building Management Liaison Team. Our colleagues in these teams provide services to the residents on different livelihood related matters. Besides, we make use of different channels, including the Area Committees, to reach out and enhance our contacts with the public. Implementing the District Administration Scheme is one of the key functions of EDO. We have always been assisting the Eastern District Council to reflect local views to the Government, organise various community building and community involvement activities, and carry out many environmental improvement programmes and minor local public works projects. Through the District Management Committee, the District Officer helps coordinating the planning of government facilities and provision of public services in Eastern District. The EDO Public Enquiry Service Centre provides enquiry service and arranges free legal advice service, statutory declaration service, etc. for the residents. In the event of emergency and natural disaster, EDO provides temporary shelter and coordinates relief and after-care services for those in need.
Starting from 2008 the government further enhances the role of the District Council in district administration. I sincerely hope that EDO could foster even closer cooperation with the Eastern District Council to better reflect public opinion and respond to the needs of the residents, and that the provision of public service and resolution of district problems could be carried out more promptly and effectively.

Profile (Eastern District)


Eastern District is about 1,900 hectares in size. Its present population is around 590,000 and the median monthly household income is $21,300, ranking second and fourth respectively amongst the eighteen Districts in Hong Kong. About 62% of the residents are living in self-owned properties.
Eastern District is well-developed and served by a comprehensive public transportation network, including the MTR, buses, trams and mini-buses. The Island Eastern Corridor and the Eastern Harbour Crossing provide key linkage between Eastern District and other parts of Hong Kong. The District is also well endowed with educational, medical, community and recreational facilities, as well as large shopping arcades and commercial centres.
Major development projects in Eastern District in the near future include the Chai Wan Youth Development Centre, Siu Sai Wan Joint-users Complex, Eastern District section of the Central-Wan Chai Bypass, redevelopment of the Oil Street and former North Point Estate sites, etc.
