| To identify the profile and service needs of the new arrivals from the Mainland, the Home Affairs Department, since 1996, conducts regular surveys on new arrivals from the Mainland who are aged 11 and above and who have arrived in Hong Kong for less than one year when they apply for their Hong Kong Identity Cards at the Registration of Persons-Kowloon Office. In addition, a data collection mechanism was set up by the Immigration Department to collect data on the demographic and social characteristics of one-way permit holders when they first entered Hong Kong via the Lo Wu control point.
With effect from the third quarter of 2002, after
analysing the data collected from the two surveys,
the survey results have been distributed to relevant
Government departments and NGOs in the form of quarterly
reports, with a view to providing them with more useful
information in their service planning.

Database on Demographic Characteristics of New arrivals
from the Mainland
To provide a better understanding of the profile and
needs of new arrivals from the Mainland (new arrivals),
the Home Affairs Bureau (HAB) and the Home Affairs Department
(HAD), with the assistance of the Immigration Department
(ImmD), have created a database on demographic characteristics
of new arrivals based on findings of HAD's quarterly
survey. The report of this database will be published
on a quarterly basis in order to provide up-to-date
information.
